Implementation:

In the beginning Deputy Commissioner of the district was responsible for the implementation of the programme. In the year 2004-05 the responsibility of implementation was transferred to Chief Executive Officer of the Zilla Panchayath at district level and Executive Officers of the Taluk Panchayath at taluk level.

Chief Executive Officer, Zilla Panchayath:

The Chief Executive Officer (CEO) will take initiative of this scheme at district level. The Chief Executive Officer co-ordinates the programme with co-operation of officers from various departments, who are entrusted with different responsibilities to carry out this scheme. CEO is responsible to involve Deputy Director of Karnataka Food and Civil Supplies and Consumers Affairs, Deputy Director Department of Public Instruction, Block Education Officer etc., Responsibilities of CEO are:

  • Collecting and transporting food materials with the co-operation of the Deputy Director, Food and Civil Supplies and Consumer Affairs.
  • Collecting oil, pulses and salt required to prepare food from Karnataka Food and Civil Supplies Corporation (KFCSC) and transporting to schools.
  • Paying contingency amount and monthly remuneration through Executive Officers, Taluk Panchayats.
  • Purchasing utensils, stove etc. as per the norms.
  • Putting efforts to provide quality meals to students studying from 1st to 10th standard of all the Government and Government Aided schools in the district.
  • Taking action to collect and distribute Iron with Folic Acid (IFA) tablets and D-worming tablets (Albendazol) with the co-operation of the Department of Health and Family Welfare.

Deputy Director of the Department of Public Instruction:

DDPI assists the Chief Executive Officer at District level in the implementation of the scheme and responsibilities of DDPI are:

  • Being liaison officer between the district and the Department.
  • Collecting necessary information as part of the scheme.
  • Submitting food indent.
  • Giving utilisation certificates.
  • Putting efforts to give fresh and good quality hot cooked meals to students studying from 1st to 10th standard of all the Government and Government Aided schools in the district.
  • Taking action to collect and distribute Iron with Folic Acid (IFA) tablets and D-worming tablets (Albendazol) with the co-operation of the Department of Health and Family Welfare.

Educational Officer (Akshara Dasoha) :

At District level an officer from the Department of Public Instructions is appointed to the Zilla Panchayath as Educational Officer (Akshara Dasoha) to co-ordinate this scheme in each district. First Division Assistant by the government and Data Entry Operator from outsource will be appointed in order to assist EO (Akshara Dasoha).

Executive Officer, Taluk Panchayath :

Executive Officer (EO) assists the Chief Executive Officer at Taluk level in the implementation of the scheme and responsibilities of EO are:

  • Getting ensured that food grains distributed from the Karnataka Food and Civil Supplies Corporation and reach the schools well in time.
  • Supervising and examining the preparation of food and timely distribution.
  • Honorarium and contingency will be transferred to the account of cook and Head Teacher respectively.

Block Education Officer :

The responsibilities of the block educational officer are:

  • Functioning as a link between the Executive Officer, Taluk Panchayat, Gram Panchayat, SDMC and Headmaster seeing that all school children are getting the good quality fresh meals.
  • Submission of school details including enrolment, attendance and beneficiaries as well as food indent to the concerned persons in time.
  • Submission of utilisation certificates on time.

Assistant Director of Public Instruction:

At Taluk level Assistant Director of Public Insrtuction (ADPI, Akshara Dasoha) is appointed to Taluk office to co-ordinate this scheme. First Division Assistant by the government and Data Entry Operator from outsource will be appointed in order to assist ADPI (Akshara Dasoha).

The responsibilities of ADPI are:

  • To collect information about enrolment, attendance, beneficiaries, kitchen sheds, kitchen devices, cooks from schools and submit the consolidated information to EO(AD) working at ZP.
  • Monitoring about the provision of quality meals to children.
  • He should carry out visits and Inspect schools and cover 25% of schools in every quarter so that all the schools are covered in a year.
  • 25% of schools should be visited and inspected in every quarter by the ADPI so that all the schools should be visited and inspected by the end of the year.

Role of SDMCs:

Effective implementation of Mid-day Meal Scheme at school level is the responsibility of school development and monitoring committee. Funds are released to the joint account of SDMC president and Head cook.

  • Co-operating with the Gram Panchayath /City Municipal Council/ Municipality in the implementation of this scheme.
  • Recruiting of cooks.
  • Supervision of construction of kitchen.
  • Supervision of preparation and serving of meals.
  • Ensure the supply of good quality food grains.
  • Monitoring the cooking process by appointing the Nodal Teacher for MDMS.

Role of Head Master/teachers:

  • Daily attendance of school children should be provided to head cook.
  • Ensure that Midday Meal is served to all students from 1st to 10th standard.
  • Educating the children about cleanliness.
  • Ensure that the children must wash their hands and plates.
  • Ensure the quality of food grains.
  • Food indent and utilisation certificate should be submitted to the Block Education Officer.
  • As per MDM norms, meal should be served to children.
  • Cleanliness of kitchen, kitchen devices, serving area, school campus.
  • Nodal teacher should taste Midday Meal before serving to children and it should be recorded in taste register.

Monitoring :

Steering and monitoring committee :

As per GOI guidelines, steering cum monitoring committees have been setup at taluk, district and state level.

Guidelines for constitution of SMCs

State level :

District and Taluk level :

Steering and Monitoring Committee will be formulated at both district and taluk level. Quarterly review meeting will be held to resolve issues of Mid-day Meal programme.

Mothers' Committee:

As per the GOI guidelines, Mother's committees have been formed in all schools. This committee comprises of only parents. Parents are motivated to attend school and observe the preparation and serving of meal, so that children feel homely atmosphere. A register is also maintained to make entries of suggestion and complaints if any.
